As many clients are aware the use of CPA/CPM networking techniques goes back to the 1950’s and major projects such as Polaris. However despite more than 50 years experience in running projects on the principles of CPA/CPM and the resulting project controls structures that followed, when conducting project controls audits Project Audit and Recovery  (PAR) consultants have invariably found a combination of the following problems:-

bulletInsufficient or meaningless logic
bulletPlans that are littered with constraints
bulletPoor cost/resource estimates
bulletPoor WBS structures
bulletNo meaningful EVMS 
bulletThe list goes on!  

The net result of all this is that the project management team assigned to the project will have little or no faith in the project controls team and the resulting data that is produced.
